Star City is protected by a new "Vigilante". Unless you're a bad guy. Then he's gonna try to kill you. Team Arrow thinks that's taking it a bit too far. So they use bank robbers to draw him out so they can put a stop to his murderous ways. Plus, Thea tries to get a frequently blacked-out Lance to a rehab center to stop his alcoholism. Now that Tobias Church is dead, Star City needs a new villain. "So it Begins", as Prometheus begins a killing spree that doesn't provide many clues for Oliver to use to easily track this new menace. Felicity helps a little as she adds 'stealing official police evidence from her boyfriend's desk' to her list of crimes. But luckily it gives them what they're looking for. Prometheus is sending a message to Green Arrow about his questionable hero ethics. If a guy like Tobias Church is after you, you better hope you can a "Human Target" that can take your place. Luckily Oliver knows a guy. Christopher Chance takes Oliver's place once a tortured Rene reveals Oliver's secret identity. Diggle helps Rene move past his torture and look for clues to reveal Church's ultimate goal. Once they figure it out, the team manages to stop Church, but Prometheus won't let him live long.
