This discrepancy is often the result of competing objectives around which sub-system of government can best facilitate the interest of the state. Interest of state varies according to amount of resources infused into the particular sub-system of government. One example is the financial system which controls every aspect of society which ensures the ultimate conclusion involving dispute is resolved by the financial system. Is this inherently wrong? If so, accounting to whom?

Since maintaining control is key to consolidation of power, waht is the impact on those governed. Implication of consolidation of power implies levels of power, levels of access, and levels of participation. Participation, though not primary- for the consolidation of power, does factor in the kind of society ultimately coming into fruition. Information which tends to enlighten may not be consistent with the goals and objectives sought by major players in society. Objectives like maintaining control or monetary enrichment are objectives best avoided if the fruition of stated objectives are to be realized. Implicit along this line of thinking is the response from those for whatever reason oppose objectives laid down by the powerful. Ostensibly, this potential for conflict is very problematic in that in gets in the way of maneuvering and consolidation of elite planning. How is this to be reconciled?
