Policies plays a big part in organizing society and part of that process entails certain informaton be excluded. Information which tends to enlighten may not be consistent with the goals and objectives sought by major players in society. Objectives like maintaining control or monetary enrichment are objectives best avoided if the fruition of stated objectives are to be realized. Implicit along this line of thinking is the response from those for whatever reason oppose objectives laid down by the powerful. Ostensibly, this potential for conflict is very problematic in that in gets in the way of maneuvering and consolidation of elite planning. How is this to be reconciled?
