In 1995, Scot Faulkner was elected the first Chief Administrative Officer of the U.S. House of Representatives. He oversaw a $1 billion annual budget.  Mr. Faulkner was the National Director of Personnel for the Reagan Bush Campaign of 1980. He went on to serve in the Presidential Transition and on the White House Staff.
