Who Draws a District?
12/11/2014Governor McAuliffe's Commission to Ensure Integrity and Public Confidence in State Government was created primarily in response to the conviction last month of former Gov. Bob McDonnell and his wife, Maureen, on public corruption charges, but a new issue is taking prominence. When a panel of three federal judges ruled that Virginia's 3rd U.S. House District was racially gerrymandered, the issue of bipartisan redistricting rose to the top of the commission's to-do list. Today we'll consider how efforts aimed at bipartisan redistricting in the Commonwealth could unfold.
