Repent for the Kingdom of heaven is at hand are the words that Jesus came preaching to a Jewish people who were supposed to know God already by their many religious practices.  However, the culture that God is looking to establish within those who are born again is not a culture of religion and tradition but of submission and manifestation of God's governing reign over a people who are submitted to Him that the fruit and gifts of the Spirit would be made manifest.
