This April Fool's Day, a congressional act that revised federal insurance premiums goes into effect. Coastal homeowners, including many here in Hampton Roads, don't find anything funny about the new costs. The government is slowly phasing out subsidized flood insurance for more than a million Americans with houses in flood zones who, in some cases, pay half the true commercial rate. We'll take a closer look at the local impacts of the new rates and hear how residents across our region are bracing for the flood of new costs.
