Perspective.

In 2014, Congress passed the Farm Bill, a measure that was two years late in the making. According to one agricultural economist, the bill is a workable effort and has helped farmers. The measure was passed during a time of record farm income and ended up costing the government more than expected as farm income dropped after its passage.
